  1. Ammunition can and does degrade in power over time, particularly when carried in environments which are harsh on ammunition. My PD would have us shoot up our “carry” ammo at our annual requal and issue us new replacement rounds. Perhaps it should be asked of the NYPD officers how long they had been carrying the ineffective ammunition.
